Permit problem for Bexhill town centre holiday let

I am in a quandary. I own three holiday lets in the centre of Bexhill on the seafront. They are in the proposed Central Parking Zone. As I do not live in the properties I am unable to buy visitor permits for my guests (we let for approximately 260 days a year), but neither am I eligible to buy the permits available to the hotels and guest houses in the town, who are allowed to buy a permits (1 per bed per day) at a cost of £1 each.

I am more than willing to buy visitor permits as provided for guest houses, but so far ESCC have not answered my questions or given any sort of solution. I have been helped by Simon Elford, ESCC councillor, but he is not getting answers either. I am concerned about where my guests can park once controls are introduced, which may happen at the end of September. Where do I go from here?
