Which way is the right way along these new pavement/cycle lanes

FINALLY we've lost the havoc of traffic congestion and hold-ups on the Worthing Road between the Wick roundabout and The Body Shop, and we now have a nice new pavement/cycle Track, which begs the question, who has right of way, pedestrian or cyclist?

Is there a speed restriction for cyclists?

And does it now mean that it is totally legal to cycle on pavements, as this type of walkway is springing up everywhere nowadays?

Perhaps the same could be done to the pavement in Lyminster Road between the roundabout and the level crossing, especially on the eastern side, as this is the most atrocious pavement surface imaginable to walk on. I'm sure that people would be prepared to suffer the company of cyclists if at least it gave us a nice smooth surface to walk on.
