Will benefit cut help slow population?

I recently read an article by Sir David Attenborough on the same subject.

With the controversy following the latest budget with reference to child benefit, maybe it would help reduce the population in this country if child benefit was given to the first two children only with any subsequent progeny being funded entirely by the parents.
