Where are the bright colours?

His good fortune is comparative because I happen to live in constant sight of the monstrosity.
In daily view of the hideous, colourless, grotesque abomination which offends the eye and depresses the spirit. And, to complete the picture, we have what appears to be a collection of garden sheds.

Hide AdI do not include the excellent refurbishment of the original structure at the entrance to the pier.
And I am aware that current funding may not provide for proposed further improvements.
But, at this stage, colour should not have been sacrificed.
Where are the bright, vibrant colours traditionally associated with public attractions?
