Now Councillor Stephen Shing is calling on East Sussex Highways to take urgent action.
Cllr Shing says there is persistent noise from covers at two locations: The Triangle, near the garage, and on the A2270 Eastbourne Road, Willingdon.
Concerns about the latter were brought to him by Lesley Rowland, whose disabled son’s bedroom overlooks the road.
Lesley said: “The noise is like a rifle going off every time a vehicle drives over the cover.”
She explained that her son is being kept awake through the night and is becoming increasingly distressed and frightened.
"This is now a mental health issue as we cannot console him and he cannot be moved into another room,” she said.
Councillor Shing said: “It is deeply concerning that a newly installed drainage cover should be causing this level of noise and distress. No family should have to endure this, particularly when it is affecting the health and wellbeing of a severely disabled child in his own home.
"This is not simply a matter of inconvenience or a minor road defect. It is having a serious impact on a vulnerable resident and needs to be treated as an urgent issue.”
At The Triangle, an existing drainage cover continues to make a loud noise whenever vehicles drive over it, despite repair works and a full reset having been carried out, Cllr Shing says.
He has now requested a further inspection by a Highway steward.
“Residents should not have to put up with repeated noise from a drainage cover after repair work has supposedly been completed. If the noise is still there, serious questions must be asked,” he said.
ESCC said: “We carried out repairs on the drain cover on The Triangle at the end of October but understand there is still some noise which we will be investigating further.
“With the details we have, we will try and locate the second drain cover.”
“We would encourage residents to report issues to us directly with as much information about the location as possible. Reports can be made online at Report a Problem – live.eastsussexhighways.com”
