Almost entire planning committee abstains on plans to retain Small Dole homes

All but one councillor abstained on a vote to approve the retention of five new homes in Small Dole.

Planning permission for the units off Shoreham Road was granted by Horsham District Council back in 2007 but the finished scheme differs from the approved design and layout.

When the application for the changes came to HDC’s Development Control South Committee on Tuesday (December 15) a vote to approve it was lost as only Paul Clarke (Con, Pulborough and Coldwaltham) voted against it, with the 15 others present abstaining.

The chairman of the committee then asked if any councillor wanted to move that the application be refused but none volunteered.

Officers told members the application would be withdrawn and would come back to the committee’s next meeting.

The agent for the scheme argued that the revisions to the design were minor in nature, but objectors argued there should be more landscaping to protect the amenity of neighbouring properties following the changes.

The built scheme has seen one of the homes’ location altered by two metres from the original plans, a number of the properties now have additional bay windows and roof lights, while one unit no longer has a single bay garage.

Ben Staines (Con, Bramber, Upper Beeding & Woodmancote) asked officers if they would be minded to grant the scheme planning permission if it was a new scheme.

Officers said it would still be recommended for approval, and on landscaping and overlooking they did not feel the wider dormer windows created any more overlooking.
