Plans for a 10 bed HMO in Bognor Regis are refused

Plans for a ten bed Bognor Regis HMO were refused on grounds of overconcentration by Arun District Council.

The plans were to convert the use of Rose Cottage and its annexe on Shripney Road, in a ten bed home in multiple occupation, with three parking spaces adjoining the two buildings.

Members of the council’s planning committee refused the application at its meeting on October 18, based upon new article 4 directions introduced to curb concentrations of HMOs in Bognor Regis and Littlehampton wards.

They said even though the property itself was not within close proximity to many other HMOs, it was still in an article 4 ward, contributing to the overall amount in that ward and impacting residents’ amenity.

The vote to refuse was tied, having the final vote in favour of refusal cast by the chair of the committee, June Hamilton (Ind, Pagham), against officer recommendations to approve conditionally.

Bognor Regis Town Council and two residents objected to the plans on the grounds it would be overdevelopment and near a family oriented area respectively.
