Speed limit scheme a waste of taxpayers' money

I cannot help wondering why people feel that the council should waste taxpayers' money in educating the public on the 20mph speed limits. Understanding speed limits is a basic part of driving, you will not pass your driving test if you do not understand what the number in the red circle means.

This policy is already covered in the Highway Code (do not exceed the speed limit) so why spend council taxpayers’ money telling people what they should already know.

There are many safety benefits to be had for lower speed limits in built-up areas but I do fail to see how it lowers the carbon footprint as most vehicles will be travelling in a lower gear at the same or higher revs as the driver should have full control of all aspects of the vehicle at all times.

If you drive a car with an automatic gearbox you will see this as you drop from 30 to 20mph, it will change down for you.

Drivers of manual should also do the same to stay in full control so the engine will be burning the same amount of fuel at a 33 per cent slower speed so if someone could explain how it cuts the carbon footprint, I would love to know. Just tell me which university study it can be found in so I can read it for mysel.
