Rebels youth team talent Webber, 16, signed for the Tractorboys after impressing during a trial with the Championship team.
The left-back will become one of Town’s academy scholars when the team return for pre-season training.
Meeney said: “I think it’s been in the pipeline for a while, so it’s nice to see him finally sign.
“Patrick is a talented left-sided player, who can play either left-back or on the left-side of central defence.
“I think left-sided players are quite sought after at professional clubs and we all wish him well.
“He will only get better training day-in, day-out with Ipswich and I hope he continues to grow as a player.
“From the little bits that I’ve seen of him he’s a talented young player who we hope goes on to do well.”
Meeney also feels that the move will help all of Rebels’ players hopes of progressing their careers. In years gone by, former Worthing players Mickey Demetriou and Ben Williamson have moved into the professional game, while a number of Rebels’ young stars have had trials with professional clubs.
Meeney said: “What we try to do at Worthing is give all of our players a chance to express themselves. A few players from the club have been involved in trials with professional clubs and this move will give them more hope.
“If the players put the effort in, look after themselves on and off-the-field, then they could well have a chance to move up through the leagues and bag deals themselves.”
