Proper planning of developments needed

I must commend councillor Mike Northeast for his steadfast safety action by guiding his fellow pedestrians across the now-busy A259 road outside the newly-established Morrisons supermarket at the Wick roundabout (Gazette story, May 30).

However, criticising other agencies for not delivering the package required to mitigate infrastructure deficiencies is no reasonable argument for the bureaucratic failures being claimed.

Although the planning application for the store, which opened in February, had been approved in March, 2012, and with conditions understood by all parties, the earliest date for the delivery of the pedestrian safety arrangements is now stated to be ‘late 2013 or early 2014’.

As with other similar projects, the highway authority needs to process regulation orders and lay programmed works contracts for alignment adjustments and new road works.

Developers are well aware of these facts, but believe a down payment relieves them of the delivery timescales involved, resulting in advanced completion targets.

It would appear some council members, in their haste to acquire handsome off-site funds in order to secure overall development objectives, fail to recognise the cart from the horse.

Perhaps the new annual housing targets will rein back their rush, to allow for a proper and appropriately planned infrastructure, in order to meet the higher activity levels progressively as they are generated.
