Why not orange the first time?

While walking around Ashburnham village I noticed that the grass verges have been cut which gives a clearer view for motorists when nearing a corner.

We have several hills in the area and the council, or is it highways maintenance, go round to top up the salt in the concrete culverts that are embedded in the roadside where there is a hill.

These have been damaged by the grass cutters in the past so, quite sensibly, a worker has gone round before the mower and painted the edge of the culverts so that they can be avoided as the mower goes past.

They have been painted white and yet, when the snow comes round and the motorist is looking for the salt container it is camouflaged the same colour as the snow!

I seem to remember that they used to be painted orange so that they were clearly visible with snow around.

It seems that someone has to go round a second time now to paint them orange.

Why didn’t they paint them orange first time which could also be easily seen by the mower?
