Developer seeks changes to access and highway works for 43-home Rusper plan
Changes to site access arrangements and the timing of highway works are being sought for a 43-home development, at Millfields Farm in Rusper.
Stonebond Properties (Guildford) Ltd has applied to vary two planning conditions for the development, off Horsham Road.
A planning statement accompanying the application says the proposed changes include repositioning a gateway feature at the site access and retaining the approved raised table on Horsham Road.
The developer also wants to retain the existing carriageway and pedestrian crossing, introduce a coloured asphalt surface along designated stretches of Horsham Road and amend the implementation stage associated with the gateway feature works.

The application would also change the restrictions governing when homes can be occupied, allowing occupation of up to 50 per cent of the approved dwellings before the off-site highway works are completed.
Stonebond says the changes would provide an appropriate gateway treatment, improve driver awareness and support appropriate vehicle speeds.
Its statement argues that the proposals would retain the purpose of the approved highway works while allowing a more practical approach to construction and delivery.
Planning permission for the demolition of existing structures and construction of 43 homes, a new access and public open space was granted in May 2025.
According to the statement, development began in October 2025, with enabling works and infrastructure underway. It also says all 43 homes are being provided as affordable housing, including affordable rented and shared ownership properties.
The latest application, reference DC/26/1569, seeks to vary conditions nine and 21 of permission DC/25/1852 and has been advertised as a major development.
