Outline plans for new block of flats in Eastbourne refused following more than 150 objections

Outline planning permission to build a new block of flats in Eastbourne has been refused after 151 objections were received.

Eastbourne Borough Council blocked the proposal intended for land adjacent to Reynolds Road and Langney Rise.

The plans sought to create two new two-bedroom flats, new vehicular access, and an alteration to existing pedestrian footpath.

Applicant Gary Rolfe wrote in the design and access statement that the revised plans sought to address the issues raised in the previous application.

But Head of Development Management for the council Neil Collins wrote in the planning decision notice that the benefits of the plans would ‘not outweigh the perceived harms’.

Mr Collins wrote: The proposed development would, by reason of the loss of an open area of land that makes a positive contribution to the openness, character and appearance of the Langney Rise area, result in an unsympathetic form of development that would erode a valued break within the built-up environment and undermine the quality of the local townscape.

“The development would also result in the unjustified loss of undesignated open space used for informal recreation and play, with insufficient evidence to demonstrate that the land is surplus to requirements or that equivalent provision would be secured.”
