Councillor Martin McCabe, who also serves as Worthing Borough Council's Cabinet Member for the Environment, has welcomed the Labour Government's new Warm Homes Loan Scheme, announced today (Tuesday 27 October).

The scheme will provide Government-backed low-interest and interest-free loans to help households install solar panels, battery storage and heat pumps, overcoming one of the biggest barriers to making homes more energy efficient: the upfront cost.

Households installing a combination of solar panels, battery storage and a heat pump could save up to £550 a year on their energy bills, with potential additional savings of £300 through smart energy tariffs.

Around 100,000 homes across the UK are expected to benefit during the scheme's initial phase, with approximately 110,000 clean energy installations supported.

Councillor McCabe said:

"Families across West Sussex have spent far too long worrying about rising energy bills, with household finances at the mercy of volatile international gas markets.

"One of the biggest frustrations for people who want to make their homes more energy efficient is the upfront cost. Solar panels, batteries and heat pumps can save households money over the long term, but finding thousands of pounds to install them is simply beyond the reach of many families.

"That's why I welcome this practical intervention from the Labour Government, making cheaper finance available so more households can invest in improvements that reduce their energy bills.

"Tackling climate change and tackling the cost of living are not competing priorities. In fact, some of the best things we can do for the environment are also the best things we can do for household finances.

"Here in Worthing, we're already seeing the benefits of investing in cleaner energy, including the development of our pioneering Worthing Heat Network.

"We need to build on that progress, helping residents take advantage of new technologies that reduce our reliance on fossil fuels and protect households from future energy price shocks.

"After years of being exposed to unpredictable international energy markets, it's right that the Government is taking practical steps to give families greater control over their bills.

"Cleaner energy, warmer homes and lower bills. That's the kind of practical climate action I want to see."

The Warm Homes Loan Scheme will operate across the UK, with Government support reducing borrowing costs by up to five percentage points compared with standard market rates.

Eligible homeowners will be able to access loans for a range of improvements, including solar panels, battery storage, heat pumps and heat network connections.

Some lenders will offer repayment periods of up to 30 years, while eligible households may also combine the loans with existing Government grants through the Boiler Upgrade Scheme.

The scheme forms part of the Government's wider efforts to improve energy security, reduce household energy costs and accelerate the transition to homegrown clean energy.
