Plans to install communications hub with defibrillator in Eastbourne refused

Plans to install a new communications hub with an integrated defibrillator have been refused by Eastbourne Borough Council.

The proposal sought to install the hub and advertising display on land outside 96-98 Terminus Road.

The development would have also included public Wi-Fi facilities, emergency call functionality and community information display capability.

It was planned to be positioned on the footway adjacent to existing street furniture.

The planning and advertisement consent applications received 20 objections following public notification.

Planning officer Chloe Timm wrote in her report that the hub would ‘erode the benefits’ of the recent improvement works in Terminus Road through the introduction of ‘further visual clutter’.

Ms Timm concluded: “Whilst the proposal would provide some public benefits through the provision of communications infrastructure and a publicly accessible defibrillator, these benefits are insufficient to outweigh the identified harm arising from the prominent siting, scale and visual appearance of the communications hub and associated digital advertisement display.

“The development would introduce an intrusive feature that would contribute to visual clutter and detract from the character and appearance of the locality.”
